Instructions
Preheat oven to 375°F (190°C). Lightly grease a 9x13-inch baking dish.
In a skillet over medium heat, cook ground beef until browned. Drain excess fat.
Add taco seasoning and water to the beef. Simmer for 5 minutes, then stir in salsa.
Place two tortillas at the bottom of the baking dish, overlapping as needed. Spread a layer of refried beans, then beef mixture, then cheese. Repeat layers, finishing with cheese on top.
